The linking against GPLed code is widely discussed around the net. You may need to read carefully GPL license first, though. The Palm OS or not shall not make any difference here - I do not recall the GPL to make any OS differences. Quick search provides a lot of reading, i.e.:

You can always end up creating shared library version of pilotSSLLeay
under GPL and then use it from your closed app.
