There is a Developer Guide posted on the Pocket Gear web site.  I have  
copied a few lines of information for your reference below:

The content submission process
We will still be using the developer submission processes at  
PocketGear, Smartphone.net, and PalmGear for their respective types of  
content. The process itself is unchanged. You should still use your  
existing developer log-in information to update/submit content as you  
always have through your developer account:

        • For PalmGear.com, http://developers.palmgear.com

Thus you can still manage your Palm software product via the old  
PalmGear developer interface.
