I have a little information on that. I also couldn't log in to the ADN so 
I emailed the guys at Access and here is what they sent me back. (My email 
is at the bottom and his reply is at the top)


Hi Heath,

We do require re-registration for the new portal as it's username based
and not email based. We wanted to make that process as simple as
possible for existing members, so we can prefill the form based on your
email address. Enter "[EMAIL PROTECTED]" in the text field on
the homepage under "Already a member of ADN?". From there please create
a username and fill out the missing fields from this page.

I'd point you to the appropriate calls in the SDK docs, but it looks like 
they don't have them online at the new ACCESS portal...
(When did they do this??? I cannot login to accessdevnet.com, and their 
docs are returning 404!)
the docs /should/ be at http://www.accessdevnet.com/palmos.html imo, but 
that 404s as said!)
 
It also looks like, on further inspection they aren't linking to the 
palm-dev-forum as their 'official' forums now: 
http://www.accessdevnet.com/index.php/List-forums/Garnet-OS.html
