I'll weigh in with the following; 1. Palm/Access/whatever has done a poor job of keeping the developers informed. 2. They constantly lose creator ids and developer accounts. 3. Sometimes, trying to find answers is worse than a root canal.
That said, it is what it is. The game is to register a creator id. You do so at the site of the day, wherever that is. Log in, if they haven't forgotten you, and trust that what you do might survive the month. That's just the way it is. As to your question; I don't know where to register a creator id today, because I CAN'T LOG IN TO FIND OUT. Maybe somebody has done so lately and could say.
