Or put the resources into the app itself.
My concorde program does something like this (www.execpc.com/~tz
follow it to the concorde page on angelfire - opensource/GPL).
It will either work with a resource database (externally) or if you
set a #def and append the resources, as a stand-alone
reader-with-text.
