What does the peer device support?, if it is a PC (win), it already supports IrCOMM - then you might as well use serial interface (over IR) on the Palm side. If the other side doesn't provide comm interface, take IrLMP. ircomm has other disadvantages (you can't use functions like IrDiscoverReq() which is very good to "select" one from a set of devices)
