I would think that most users who have multiple HotSync users are probably
more evenly spread between who's using it at any given time.  In other
words, for an average install (developers are NOT average, but you may be
targeting developers, so that's a different issue).. on an average machine
that has more than one Palm user syncing with it, there won't be any one
user who is using that machine 95% of the time. Now granted, there does seem
to be some sort of "last user" flag that the installer uses, but I would
think that would be application specific and probably something to track in
your own application.

Regardless, if there is more than one user installed on a machine, you
should have a really good reason to not ask the person sitting at the
keyboard which Palm user to install the app/db to...
