Just finished looking at the m100 efigs ROM.
Very nicely done.

Then I started wondering...

There's really nothing stopping developers from creating their
own overlay databases.  For example, I could dump the english
overlays, convert them all to pig latin, then reload them.

This would probably be a tedious effort with the tools currently
available.

It might be nice to see some sort of tool which would open
a resource database, listing all strings found therein, and
present them to the developer in some kind of list, merging
duplicates and/or giving context clues where appropriate.
The tool user could then go through and replace text with
appropriate language translations.

Alternately, it might just be enough to allow Constructor
to open PRC and PDB files, as well as everything else.
(why does the word "resedit" pop into my mind?)
