Yes, on a Palm, Inc. device, that number printed on the back of the device
is available from code. BUT:

1. If the device gets re-flashed, this number might change (the number on
the back obviously does not).

2. Other manufacturers handle it differently. Current Handspring units, for
example, do not have them at all.

3. Palm devices prior to OS3.0 do not support the command to look it up.

In other words, in order to support all platforms, people on this forum are
suggesting you use the Palm User Name (PUN) instead. Personally, I use a
combination of these.
