Have you checked http://prc-tools.sourceforge.net/ for newer info?
I used the cygwin setup tool, added a repository pointing to the package available at the above site. See the instructions on the site for more info. You may need to create a mount point and map your palmdev directory on it, with the palmdev being where you have stored you PalmSDK files. I think the command is basically "mount C:/PalmDev /palmdev", assuming you have created a /palmdev directory and that you have your PalmSDKs installed in C:\PalmDev. You have to run palmprep.exe to insure that it finds where your PalmSDK is which sets up a number of related files. Hope this helps.
