It sounds like you already have CodeWarrior. What version? Updates for 9.0->9.2 came out 9/2003, and 9.2->9.3 (the latest) shortly after. By 2005 you may already have had the last version of CW for PalmOS available. Sounds like you may just need the SDKs, which are available.
If not, then as Dmitry says, unless some kind dark soul sends it to you or you find it shared someplace, it isn't available.
