If I'm not mistaken, 3.5 is only available on certain devices (see
http://www.palmos.com/dev/tech/hardware/compare.html for more info). It is
not publicly available for installation on other devices.
Unless you're a developer. If you are it is available through the
http://www.palmos.com/dev/pavilion/ - see the site for the info on joining
and any legalistic "small print".
