Comparing Win file times v.s. Palm DB file times

Has anyone done this and managed to correctly compare a file time of a
database on the palm with a file on the Desktop?

(The Palm is on Mac time so that should be straightforward, and I can
see ways to do this with Windows but they seem rather difficult).

Any tips?  Sample code?  Hints?
