You can download the ROMs from Palm after signing up for a developer program and
agreeing to a license agreement. It's all free. :)
If you don't wish to use CodeWarrior for development, you can also use gcc, the GNU C
Compiler. It has a larger learning curve, but you'll learn more. :) if you don't have
gcc, you can get it at http://www.gnu.org/. Keep in mind you'll still have to get the
API.

Hi, I'm new in this dev area, I downloaded the Palm OS emulator software,
but it seems need a ROM image file in order to work, but I don't have the Vx
palm device on my hand. Could someone send me the ROM Image file for Palm
Vx, cause I want to develop some app for it. Also, is that ture for most of
you using the code warrior for Palm OS as development tools ? or something
else ? how about CASL tools ?
