That is true.  But i believe that you can use the save bound emulator
function and get around this.  I beleive you need to be running Windows NT
for it to work.  It save the emulator and all the current settings/programs
in an .exe that can be distibuted (i think? ).  The docs i have read on it
said it is great to be used for demos and kiosks so i guess its allowed.  I
don't think the rom can be used in any other way, nor can the bound emulator
be changed.  (Not running NT so i haven't been able to use this function)
