Well, MemoPad can be started with either or both.  MemoPad can
be started up within another application, as well, by sublaunching
it.  I figured that you'd want to handle these cases, as well...
But SysAppLaunch is what I believe the Launcher (aka. the list of
application icons, etc.) uses.  (I recall one of the Palm guys saying
this awhile back)

There's also SysAppStartup, but that's a system only function.
