It was released in Palm OS 3.5. Works great, that's how all of the
non-English versions of Palm OS devices are created. And how the
international Palm m100 devices can have 5 languages in one unit,
selectable by software.
As for tools so you can do the same: the Prc2Ovl application is in the 3.5
SDK. That'll create a PRC which is the overlay for your application. Then
you just have to edit the english strings (or data or whatever) in that
overlay PRC. We don't have a version of Constructor available yet which
can edit PRCs directly, and that'll be the preferred method. But any other
PRC editing application you can find should work just fine.
