I tried a simple table and it worked fine. My web page that was having the
program must have a bad tag.

How about an actual example. Tables do work, even when the contents need
to wrap they stay in the correct column. I just tried removing the
<meta name="PalmComputingPlatform" content="true"> to see if that
would break it but they still worked.

This is true. But it does seem that the pqa engine is trying to
render the border. With border=1 it just looks like it's ignoring
it (and that's what I thought originally), but if you use border=2
or larger you can see that it puts a small square, border pixels
wide just above the table.
