It was planned for the 3.5 SDK, and then was planned as an addon/update for
the 3.5 SDK, and it now seems to have moved out to the next major OS
release's SDK. (Because Constructor's code is, well, a bit hard to work
with.)
In other words it won't be imminent, but it'd be a pretty safe bet that at
PalmSource in December you would be able to get it.
There must be some tools to let you do it, but I don't know offhand. It
wouldn't be that hard to write a prc decompiler/compiler, particularly
since the format is now well-documented. Or use an app on the device to
edit the overlay PRC, like RsrcEdit for example.
