Its not too difficult to write your own. The file format is now documented.
It took me a little more than an afternoon to write a class that created,
added and deletes records from a PDB on the PC. However, I did come across
a Delphi class that read PDB files about a year ago. I can't find the file
on my system but it may still be out there (I think it was on PalmCentral)
