Yes, you're correct. If you use the 3.5 headers you have everything you
need to develop for any version of any Palm OS device.
It is a relic from the fact that Palm OS 3.1 and 3.2 weren't sequential but
instead had slightly different feature sets, and thus the include files
weren't supersets. 3.5 brought everything back together.
Prior to the 3.5 sdk, if you wanted to use some Palm VII-specific features
like INetLib, you had to use that sdk. But if you wanted to do Palm
V-specific things you had to use the 3.1 support folder. Thankfully that
hassle has been fixed with 3.5, and we never want to do that again :-)
