Those are 2 separate things. It sounds like you are looking to implement
a menu bar. The menu bar is what pops up when you press the menu button,
or tap on the app title (in OS 3.5 only). This gives you a drop down menu
where you can pick options, etc.
The "command bar" on the other hand, is the little bar at the bottom of
the screen that pops up when you enter the "command" character (a /,
starting from the bottom). This is a new feature in OS 3.5, and allows
the developer to place fancy little icons that correspond to common tasks
a user might perform, such as copy, paste, etc..
