Any specifics?  What exactly did you download?  GCC or Codewarrior?
1a. If GCC: Get PilRC for resource composing.
1b. If Codewarrior: Use Constructor. 
2. Get all the necessary manuals from the Palm Developer page.
3. Get the Palm OS 3.5 software development kit.
4. Use the Palm OS Companion to begin developing a first application.
5. Use the Palm OS Reference to begin adding new functionality to your
app.
6. Start looking through all the example source files that come with 
the SDK to get an idea of how to move on from there.
7. If you have any questions, first search through the archives and 
the Palm Knowledge base, then as a last resort, post to the group.

(also, there are a handful of third party books on PalmOS development.
O'Reilly's book is pretty popular, and has an web version)
