Starter.tmp missing

I have problem with CodeWarrior Lite.
When I made new Palm OS 3.1 project and tried to debug it, I got
following error:

Link Error   : Could not open file: H:\My
Documents\CodeWarrior\Care31\RESOURCE.FRK\Starter.tmp

I didn't made any changes to the code before that. What is gone wrong?
