What are you doing with Java?  Are you writing a conduit?  Desktop app?  
You make a database using the Palm SDK, and writing a Palm app under 
GCC or Codewarrior then uploading it to the palm.  It's like file I/O.  
If you want to make a database for the Palm using J2ME, then you're 
making an applet or app that runs on the desktop or server that 
produces a Palm database file, which is then installed to the Palm.  
There are several other programs on PalmGear that do something like 
this already, usually written in WinAPI or MFC.  There are even examples 
of this that are GPL'd with full source, so check those out, and do the 
port to Java likewise.
