EvtSetAutoOffTimer weirdness

I have some code that includes the call:
    EvtSetAutoOffTimer(SetExactly, prefs.timeout);

prefs.timeout is a UInt16.  It works well when prefs.timeout is 60 or
less.  If it is bigger, then the device shuts down immediately.  The
device has its AutoOff time set to 3 minutes, but the way I read the
docs, that should not matter.  What's going on here?
