The down arrow puts the device in a server mode for the low level debugger (such as
PalmDebugger). The blinking dot is normal.
The up arrow should do a no notify reset, but you've got to hold it down while
pressing the reset button on the back, and hold it down for a while, then finally
release it. If this works, but regular soft reset doesn't, then at least one app is
failing during the reset notification. Try deleting apps until you find the culprit.
It's probably the app you're developing. Make sure you don't access globals in the
launch code, or in any code that runs for all launch codes.
