Perhaps use BmpCreate to create the 1 bpp bitmap, then use
WinCreateBitmapWindow to create a window around it?

My code is failing on the IIIc, apparently because the offscreen
bitmap I create is not 1bpp.
Since I am composing 1bpp images, I really don't want to use 8x the
memory.
So how do I do this? There are no controls in the call. Do I have to
force the device into 1bpp first?
