I haven't run the PRC2OVL tool recently - how do you specify the 
target locale (language & country)? It will need this to set the DB 
header name (and info in the 'ovly' resource it adds) correctly.

I'm assuming you're using a 3.5 ROM image, since overlay support 
wasn't added to Palm OS until then.

Where are you getting the language and country values?
