You'd only get this if you call a system trap that isn't implemented on the
device. (Or if you called SysUnimplemented directly, for some strange
reason...)
I've never heard of this happening before; usually this'd be behavior you
get only on older devices when trying to call a function they don't have.
You're sure the users are running 3.5, and not 3.3? (I can't recall if we
shipped Vx devices with 3.3 or not.)
