This question gets asked about once a week. Searching the archive on
eGroups should give you a stack of answers. I believe that NSBasic's site
includes a list of database creation tools.
The best tool I've seen is an OCX distributed in a file called
PalmDB[1].zip. Very good implementation. Of course it's fairly low-level
so some of the standalone applications such as JFile might suit your needs
better.
