Actuall, this seems fairly reasonable to me. Some apps depend on the record
order in the DB (for sothing displayed entries, etc). The sort order may be
defined in the saved prefs and therefore differ from Palm to Palm. The app
needs the sysAppLaunchCmdSyncNotify launch if the DB is replaced so that it
can resort the DB if necessary.

Just looked at the 3.5 source for Launcher. Sure enough, it sends
sysAppLaunchCmdSyncNotify to the received database unless it's a PQA.
Definitely not right.
