The latest archives of the Emulator are always on the Emulator download pages,
so you can always look there to answer the first part of your question.
As for the second part, if by "latest" you mean CW Pro R6, I personally haven't
done that. I know of another developer who has, but he was also working on
Carbonizing the Emulator, and so ran into a whole new set of problems.
As for the freezing you're running into, my best guess is that the .psf you last
created somehow got messed up. The Emulator will crash if certain information
is missing from a .psf file (a bug I know about, but consider low-runner enough
that I haven't been able to find time to fix it, yet). And since the Emulator
tries reloading the last-saved .psf file automatically when you start up, it
will always crash. My suggestion in these cases is to follow the documentation
and launch the emulator with the Caps Lock key toggled. This will cause the
emulator to launch in a "clean" state.

Subject: Compliling the Emulator on a Mac?
I somehow trashed the state of my Palm Emulator--every time it starts it
completely freezes. Instead of tossing the prefs, I'd like to try to build
the emulator for Mac and debug it--but the build fails pretty heavily using
the latest Metrowerks.
Q: Is there a newer archive (than Emulator 3.0a7) or has someone gotten it
to compile with the newest CodeWarrior?
