Yes but you need to do a few other things too:
1. Implement the popup list of other panels in the upper right corner.
2. Implement the Done button when required.
3. Set the system pref that remembers your panel was the last one run.
Basically just study the Formats example project. Unfortunately this
preference panel stuff seems to be under-documented elsewhere.

Include a normal 'tAIN' resource in your application.
