The modem has to be active, and might be responding with numbers, and
not echoing the AT commands themselves. Are you waiting long enough?
I do this type of thing in ZBoxZ/ZFaxZ (palmboxer.sourceforge.net),
but I use the "old" serial manager if you want a GPL example.
