The lesson here to any other folks new to conduit development is stick with
the default paths. I tried placing the CDK in Program Files.

As I recall it tells you that you are using the wrong language or the RC
file is in another language but I could easily be wrong.
Try put the cursor on the RC1107 word and hit F1 - it will get you closer to
the error.
