Not easily. You would probably need a post-sync processor that would
delete any application. You might also be able to do something with a
custom rom (see www.trgnet.com - InstallPro or FlashPro, or maybe the
upcoming EditROM would let you remove the Launcher making access to
other apps difficult).
You can alter hotsync to not install things, but there is always
pilot-xfer or the home computer.
