Here's my guess -- you're on Windows 2000. This is a known issue. On top of the 3.5 SDK, add Update 1 (from http://www.palmos.com/dev/tech/tools/sdk35.cgi) and the debugger plugins (from ftp://palm:[EMAIL PROTECTED]/).
