There is a chapter on the Exchange Manager in the Palm OS Reference manual.
It's also discussed in the Companion.

You can use localMode to send a vCard to yourself (the same device that is -
not the same application). This is a way of creating an Address record
without know about Address's record format. However, the user will be asked
whether to accept the record, and he won't be given a chance to edit it
first. It doesn't sound like this is what you're looking for.
