As somebody else pointed out, trying to edit a PRC (for example, an 
overlay) that's in ROM won't work, and could easily cause a crash 
depending on the degree of robustness of the editing tool.

If you're running on a debug ROM, then it also seems like RsrcEdit 
triggers a lot of fatal alerts, at least with versions 3.5 and 4.0 of 
Palm OS.

Not without implementing Hebrew locale support in the system, or 
running on top of a Palm OS hack/extension that does this for you. 
The device's language would have to be set to lHebrew, and the 
country to cIsrael.
