It sounds like you want to (a) clone an existing enUS overlay that's
in the ROM, (b) change the target locale for this overlay to
something else, and (c) edit this with either RsrcEdit or the new
version of Constructor.
There's probably some easy way to do (a) using a 3rd party tool, I
just don't know about it. (b) is harder - as far as I know, there
isn't any way to easily do this; I wind up modifying the file with a
hex editor on the desktop. (c) is no problem.

Not sure what you mean by this. If you're looking for Hebrew systems,
search on one of the major Palm software sites.

On 4.0 ROMs, overlays in RAM will always be used in place of overlays
in ROM. On 3.5, this wasn't the case (OK, it was a bug) - ROM was
always used.
