Detecting if Hot-sync is running on desktop

I notice that when hot-sync is running, if I then try to run the "Palm
Desktop" program, I'll get an error message saying hot sync is
running.  I think this is a very nice feature and I'm just wondering
how do desktop applications detect if hot-sync is currently running.
Does anyone know?
