Handheld Systems used to be a good resource, but its no longer publishing,
althought the back issues are available on CD-ROM -- see www.cdpubs.com,
IIRC.
These newsgroups are the primary sources for new programming knowledge,
IMHO.
Otherwise, PalmUser, out of the UK, seems to have some coverage, as does Pen
Computing, from the US, from time to time.
