Looking at the code, I see that there are several possibilities:
- The IR library is running in background mode (for IR HotSync).
- The UI is busy (because a dialog is up).
- The device doesn't have IR support. (This test is skipped if localMode is
true.)
- A wireless radio socket is open.
- The batteries are too low. (A dialog will indicate this.)
Note that the receiving device is irrelevant until you call ExgDisconnect.
That's when the IR transmission occurs.
