There are several checks that you can do:
- you need POSE 3.0a6
- you need a recent (post SDK 3.5) version of hostcontrol.h. You should use the one 
shipped with POSE
- if you're using the PRC-Tools, you need a version 2.x and the Palm OS 3.5 SDK
- the settings/tracing options dialog should report Output:Palm Reporter, 
Target:localhost
- the prc bundled in the reporter archive should output text in the Reporter
