On the Palm, the IR Library provides a basic IrDA stack.  You can use it to
build support for higher level IrDA protocols like IrComm, IrOBEX, and so
on.  Most developers use it to build support for high level Irda protocols
which are not already supported in the Palm Roms (ex. add Irda printing to
3.0 Palm units).

The Exchange manager encapsulates the IrDA IrOBEX (Object Exchange)
protocol.  It is targeted at exchanging blocks of data between peer units.
Presumably Palm made it a little abstract from IrDA so that apps could use
the exchange manager to send and receive data over new communications
mechanisms as they become available (ex. Bluetooth equipped Palm units).
