The difficulties you have are:
(for general purpose PRCs)
You are _not_ entitled to use the Palm creator IDs (in lower case)
when you distribute your own PRCs.
That is why Palm requires you to register a creator ID
with them for each application you distribute.
So trying to match creator ID with someone else's PRC
and use same or newer version won't be a option.

Answer 1) you would see both Date Book and also the app you built

Using the Address Book or Date Book PRC (Palm applications) as an example:
Several different conduits and PRCs change the Palm applications data.
Some PRCs keep separate copies of the Palm applications data 
while others set bits or add fields unused/unknown by original Palm code.
Either of these approaches involve overhead and/or potential of
not working with newer versions of Address Book or Date Book.
Also there can be a large number of test combinations among 3rd party
substitutes because it would be nice if they were not only compatible
with Address Book and Date Book but also be compatible with each other.

(special purpose PRCs)
A few developers on this forum did applications for companies that
did not want the user to add or change programs on the Palm OS devices.
Sometimes they would create their own ROM images that did not have some 
or all of the standard Palm OS applications but instead had maybe only
the 1 application of interest.

In either case I know of NO other companies being allowed to build PRC

applications that use the _same_ creator IDs as Palm uses.

Answer 2) Not sure exactly how launcher would handle 2 applications 
with same IDs and different versions.  You could do this experiment
yourself.

What a blunder that was !!! I did not mean 'replace' in the Rom but the
wanted functionality follows:

1. You only see one 'Date Book.prc' for example...
2. Only the most recent one is launched when you click on 'Date Book.prc' in
the
    launcher view.
