If you have any chance to pull this off, don't consider Palm.net but some of the more 
open NetLib SDK services such as Omnisky.  The
best portable bandwidth deal I have found is the Richochet G2 modem.  They have 
128Kbps via USB and 56Kbps via serial.  You can get
some decent streaming vidoe that way.  There are several streaming video libraries out 
there already for the PalmOS that you could
take advantage of to get this going beyond a school project.
