SDK 4.0 Doc Error: StrLen()

The Palm folks asked for any errors we found in 4.0 to be reported here, so
here's a little one that can have big results:

The 4.0 SDK Reference documents StrLen() as returning a UInt16, but it's
declared as an Int16 in StringMgr.h.
