I'm not quite sure I understand your question.
INetLib is part of the PalmOS 3.5 SDK, which is installed with CW Palm 7.
There is no separate download or SDK for using this library.
In the past, there was a separate Palm VII SDK (really PalmOS 3.2 SDK), but
all of that was pulled back into the core of the OS for the new version.
